"Dick Act of 1902"

Anyone heard about this act? It is called the Militia act of 1903 or the dick act, also known as the Efficiency of Militia Bill H.R. 11654, It seems to say that the government cannot make any laws pertaining to gun control, here are some links, what do you think?

There are more links, but you can look it up yourself, some sites seem in favor of it and others seem against, but if we have something that we can lean on when fighting against un-constitutional "laws" then we should use whatever we can!!

I am surprised that this subject did not get more talk!! One would think that an issue like this on a gun forum would get a lot of attention and talk. Only 3 posts outside of my own.

I don't remember the whole story but for some reason it doesn't hold the weight of law.
I will try to research it on the other site and see if I can come up with an answer.

Here are 3 links all from different sites dealing with the Dick act.

From reading comments on different sites, I get the consensus that most gun owners believe that our rights come from the 2A , so what do we need this act for.

I did a quick search the other night to try and find the actual text of the bill. Never got that far. To much other stuff going on.
